<p>This initiative will set out detailed conditions for the application of a carbon border adjustment mechanism (CBAM) – a levy on emissions embedded in imported products – to goods listed in Annex I to Regulation 2023/956 originating in a non-EU country where those goods or products processed from them enter the exclusive economic zone or continental shelf of an EU country.</p><p>It will determine:</p><ul><li>the notions equivalent to those of importation into the customs territory of the EU and of release for free circulation</li><li>obligations relating to the submission of the CBAM declaration</li><li>controls to be carried out by customs authorities.</li></ul>
