This evaluation will examine the effectiveness, efficiency and impact of investments supported by the ERDF in the 2007-2013 period in Information & Communication Technologies, their coherence with other policies, their relevance and EU added value. It will seek to identify factors contributing to the success or failure of these investments under different administrative systems and regulatory frameworks (in various Member States), evolving market conditions and varying socio-economic conditions
