This evaluation will give rise to both a SWD and a report to the other Union's Institutions. The European Capital of Culture Action is governed by Decision 1622/2006/EC. According to its Article 12, the Commission shall ensure the external and independent evaluation of the event in the previous year and present a report to the European Parliament, the Council and the Committee of Regions by the end of the following year.
