This evaluation is part of the multiannual strategic evaluation plans of DG NEAR for the period 2018-2022 and of DG DEVCO for the period 2017-2021. It will hence cover activities in countries under geographical coverage. Its generic purpose is to provide an independent assessment and evidence on the contribution of EU external action to the achievement of the objectives and intended impacts in the policy area of irregular migration in particular migrant smuggling and trafficking in human beings.
