The 2014-2019 EU-Balkans Action Plan on firearms trafficking provides a framework for cooperation between the European Union and the South East Europe region on illicit trafficking of firearms. The evaluation will assess the achievement of its strategic goals (intelligence picture, prevention and capacity-building, operational cooperation with non-EU partners), through the analysis of its functioning, taking into account its effectiveness, efficiency, relevance, coherence and EU-added value.
