Language competences are essential for learning and for active participation in society and labour market. This proposal will set out ways to improve language teaching and learning in initial education. It will recommend a comprehensive approach to language learning combining efficient teaching methods taking each learner's personal linguistic abilities into account. It will propose further work on a benchmark for language competences and a monitoring system to follow up progress.
