The EU agenda for preventing and countering terrorism and violent extremism will be the successor of the counter-terrorism agenda for the EU adopted in December 2020. In recent years, we have seen dynamic developments in the threat landscape regarding the modus operandi of terrorists and the ideologies that motivate their acts. The external dimension has become much more prominent for ensuring the internal security of the EU. To reflect these developments, a new Agenda will set out a comprehensive strategic framework.
