This Recommendation aims to increase access to high quality early childhood education and care (ECEC). High quality ECEC promotes educational success and social inclusion; broad access to it has the potential to break the cycle of disadvantage by creating equity in education early on. The proposal seeks a common understanding of quality in ECEC and supports Member States in providing quality ECEC services. It will look at access, workforce, curricula, monitoring and governance.
