This initiative on regulating the marketing and use of high-risk chemicals aims to enhance the level of security in the European Union by reducing the risk of such chemicals being sourced by terrorists or other criminal actors to perform attacks. It will complement the legislative framework on explosives precursors.

Chemical Industry Warns Against Expanding Explosives Precursors Rules

The industry requests that 'high-risk chemicals' be clearly defined to avoid misinterpretations. They argue that extending the Explosives Precursors Regulation might not be appropriate and that measures should be targeted, risk-based and proportionate to maintain competitiveness.

This would avoid legal uncertainty and maintain their global competitiveness under existing frameworks.
