According to the Plant Health Law (Regulation (EU) 2016/2031), plant passports are not required for transfer of plants, plant products or other objects to final users. To avoid possible abuses, this delegated act will determine that the derogation only applies to movement of small quantities of plants and plant products. In addition, the draft will specify criteria that professional operators shall comply with before being authorised to issue plant passports.
