Apple urges fair SEP licensing rules for IoT era

Apple requests clear rules preventing excessive SEP royalties and injunction threats. They advocate for royalties based on chip components rather than end-product prices, mandatory transparency on patent essentiality, and licenses available to all parties including component suppliers.
This would prevent overpayment for SEP licenses and remove injunction leverage against implementers.
SEP holders lose ability to demand royalties based on expensive end-products and injunction leverage.
