Minimum training requirements of seafarers and the mutual recognition of their certificates by EU Member States are defined in Directives 2008/106/EC and 2005/45/EC. An evaluation showed that while the current framework is overall fit for purpose, there is scope for simplification and improvement of efficiency. Moreover, the latest international developments under the International Convention on Standards of Training, Certification and Watchkeeping for Seafarers have to be taken into account.
