Update of data requirements and starting dates for monitoring and reporting pursuant to Regulation 2018/956

Climate action

This delegated regulation is intended to include some additional parameters to be monitored and reported by Member States and vehicle manufacturers in accordance to Annex I to Regulation (EU) 2018/956 on the monitoring and reporting of CO2 emissions and fuel consumption data from new heavy-duty vehicles. The update of the data requirements will facilitate the analysis of the EU fleet.

European Auto Industry Opposes Retroactive Heavy-Duty Vehicle Data Requirements

ACEA argues that collecting data for vehicles produced from January 2020 onwards is an unnecessary retroactive burden. They recommend limiting verification to vehicles registered from July 2020, as earlier data quality checks are already in place.

This would avoid the cost and administrative burden of retroactively collecting six months of vehicle data.

ANFAC opposes retroactive CO2 reporting for heavy-duty vehicles

ANFAC considers that collecting data from January 2020 is a retroactive requirement. They propose that verifying vehicles registered from July 2020 should be enough. They support reporting vehicle categories to avoid numerous requests for discrepancies.

This reduces administrative costs by avoiding unnecessary retroactive data collection for manufacturers.

Regulators lose access to technical parameters for vehicles registered in early 2020.
