Response to European Partnership for Smart Networks and Services

The 5G Infrastructure Association (5G IA) very much welcomes this initiative and the fact that the European Commission, in close cooperation with the Member States, has identified the European Partnership on Smart Networks and Services (SN&S) as a priority. Increased intelligence in future network architecture of SN&S is a fundamental enabler to change the operational working practices and to launch new technologies and offerings, which will ultimately benefit society across Europe and beyond. Europe’s competitiveness critically depends on the digital readiness of its enterprises and public institutions. The European economy in all industry sectors requires future-proof, fibre-based connectivity, evolved mobile technologies and innovative satellite solutions, along with increased intelligence and new services, to implement SN&S with 5G networks and beyond. These infrastructures are key to develop industrial roadmaps and boost growth. Along with other key technologies, SN&S will not only contribute to the digitization of traditional sectors but trigger innovative digital business models to create new value chains for consumers and businesses. The Partnership will be instrumental to: • create a human-centric Internet reflecting European values • contribute to Europe’s strategic autonomy in the digital age • build hyper-connected intelligent critical infrastructures • drive Europe’s digital transformation and develop lead markets in crucial sectors • leverage connectivity, advanced networks and services towards new value chains (including components and devices) • contribute to addressing the United Nations 2030 Sustainable Development Goals (as recognized by the ‘Broadband Commission for Sustainable Development'). SN&S will form the 'nervous system' of the future Internet enabling the digital transformation of all sectors of our society and economy through advanced integration and cooperation and leading to vastly more efficient processes. Such digital transformation can only be fully realised with ubiquitous availability of high-performance and secure communication networks, together with user-controlled data processing and handling. SN&S concept builds on scientific advances in the areas of physical and logical sciences as well as key enabling technologies and will be the foundation of the future digital world. Without highly evolved communication networks, it will not be possible to unlock the potential of technology advancements in strategic areas like Artificial Intelligence, Big Data, High Performance Computing, Cybersecurity, Internet of Things, Cloud Computing, Connected Cars, Smart Cities, Energy and Health, just to mention a few. In this regard, it will also be important to establish synergies with other sectors and initiatives. The stakes are extremely high as this Partnership will advance work on the essential SN&S infrastructure that will enable Europe to compete on the global stage for decades ahead. 5G IA supports the stated objectives and the ‘expected impacts’ in the “Inception Impact Assessment” and considers that a ‘Co-programmed partnership’ (option 1), including mechanisms to ensure effective communication and coordination with Member States, would be the most suitable instrument to achieve them. Alternatively, the creation of a joint undertaking bringing together the European Commission and private partners without requiring a financial contribution from Member States (option 2a) could also be considered. Building on the success of the 5G Public Private Partnership and the lessons learned in Horizon 2020 (and previous Programmes), this proposed Partnership will rely on a wide existing community with vast experience of research cooperation and consensus building for the development of global standards and large-scale trials. At the same time, the SN&S community will remain open to new stakeholders in view of the extended scope of activities towards other strategic domains.
