Response to Strategy for long-term EU greenhouse gas emissions reductions

Aedes, the Dutch association for housing corporations, welcomes a long-term EU strategy for greenhouse gas emissions reductions. The value of a holistic and cross sectoral approach is recognized. The decarbonisation of the building stock can contribute to this long-term strategy. Yet, this is considered to be a tremendous challenge as well. Reaching this ambitious target requires heavy investments while the sector has witnessed a reduction of investment capacity and its main core task remains offering affordable housing. In order to meet these challenges it is important to: - Focus on both the use of renewable energy sources as on energy efficiency measures (and not just the latter) - Facilitate bottom-up initiatives and sectoral agreements rather than enforcing a top down approach - Facilitate fit-for-purpose financial instruments suitable for smaller local projects. - Stimulate innovation and accelerate the market uptake for affordable zero energy renovations. - Remove barriers and regulation that prevent the use of renewable energy sources - At a member state level: Take the impact of fiscal measures on the achievement of energy goals into consideration.
