AMS - leader on the Polish outdoor advertising market; Agora also publishes books, music and film albums. Response to European Media Freedom Act

As one of the largest media groups with a presence in the Polish market, Agora welcomes the European Commission's efforts to protect media freedom, which is the basis for the functioning of democratic governments in the European Union. Taking measures to ensure journalistic independence and the public's right to obtain relevant, critical and independent information is particularly important for those European countries where media freedom has been threatened in recent years by intense and often unlawful actions by state institutions. Agora confirms that the creation of EMFA in the form of a Regulation is necessary in the current state of affairs. We are concerned that the adoption of new proposals in another form (e.g. a Directive) may significantly delay the positive effects of the regulations, or even lead to the impossibility of their effective implementation. In particular, those provisions that impose obligations on Member States to ensure media freedom can flourish without fear of interference from or surveillance and intimidation by the State, should be welcomed. At the same time, we note that some of the proposed regulations are far from ideal, and it will be necessary to work together on the most appropriate wording of individual provisions. In this context we present detailed approach in our Position Paper. Our position is that the current draft of the EMFA is a step in the right direction and, provided it is properly implemented and followed by further appropriate action by European bodies, can achieve its intended goals.
