In setting up the new scientific advisory group of independent experts on artificial intelligence, several key considerations should be addressed to ensure its effectiveness in supporting the AI Act's implementation and enforcement. 1. Qualifications and Expertise: Experts should possess up-to-date scientific or technical expertise in AI, demonstrating competence and independence from AI system providers. This ensures they can diligently, accurately, and objectively support the AI Office and national authorities. 2. Diversity: The Commission should ensure fair gender and geographical representation among the experts. This diversity is crucial for a balanced perspective and comprehensive understanding of AI's impact across different regions and demographics. 3. Independence: Experts must be independent from any AI system providers to avoid conflicts of interest and maintain objectivity in their advisory roles. 4. Advisory Role: The panel should be capable of supporting the implementation and enforcement of the AI Act, particularly in alerting the AI Office to systemic risks, developing evaluation tools, and advising on the classification of AI models with systemic risk. 5. Collaboration and Support: The panel should work closely with market surveillance authorities and support cross-border activities, ensuring a coordinated approach to AI governance across the Union. 6. Procedural Framework: The Commission will adopt an implementing act to establish the rules and procedures for the panel, ensuring a structured and transparent selection process. By focusing on these aspects, the scientific advisory group can effectively contribute to the governance and enforcement of the AI Act, ensuring AI systems are safe, transparent, and aligned with Union values.
