Response to European Innovation Act

2 Oct 2025

The Danish Social Innovation Academy, as Denmark's National Competence Centre for Social Innovation, welcomes the ambition of the European Innovation Act. However, to achieve its goals, the EIA should explicitly recognise and integrate social innovation alongside technological and deep-tech innovation. Social innovation is a well-renowned, tested and documented approach to societal change that mobilises collective power, engages broadly in discussions bout the common good and creates approaches to societal challenges that at the same time strengthen social cohesion, addresses inequalities and strengthens societal resilience. Social innovation has been high on the agenda in the EU for a number of years, and several policies recognise that the green and digital transitions are by nature social transitions - because the can only be implemented justly if people are broadly included in the entire process. Social innovation is a pivotal element in this. The World Economic Forum Global Risk Report 2025 har social issues at the core of the threats to our societies as we know them - inequality, declining mental health, declining social cohesion and a rise in the risk of social unrest. Social innovation is an important approach to societal development and change that can by its nature counter these tendencies and engage the public in describing and creating the societies and the world they dream of. To unleash the potential and to significantly contribute to a more socially resilient Europe, the EIA should include social innovation in its scope as a fundamental element of European history - we have created our European welfare societies through collective action - and as a fundamental element of the future of Europe - a resilient, prosperous Europe is created collectively through engaging, democratic and inclusive processes, leaving no one behind.
