Akamai Technologies welcomes the opportunity to provide comments on the European Commissions White Paper on How to master Europes digital infrastructure needs? Akamai supports the European Unions (EU) ambitious 2030 digital decade targets which will require significant support from many actors in the internet ecosystem. Akamai is committed to contribute through its existing partnerships in the EU. For the past 25 years, Akamai has been devoted to ensuring that Europeans can interact with an efficient, reliable, and secure internet: - Akamai has, since its inception at Massachusetts Institute of Technology, helped enhance internet end user experience through fast, reliable and secure content delivery over its large Content Delivery Network (CDN) of distributed servers. Today, Akamai has servers deployed in all 27 EU member states and partnerships with the national and pan-European Internet Service Providers (ISPs). - A decade ago, Akamai added cybersecurity solutions to its offerings. Today, we support numerous European entities and governments securing their digital assets. - Two years ago the company entered the cloud computing market to bring more competition and choice to cloud users in the EU and around the world. Akamai is currently building the worlds most distributed cloud platform in partnership with existing infrastructure providers. We respectfully submit our comments below on several scenarios in the White Paper. Our response reflects Akamais concern that without careful consideration, well-intentioned measures could have unintended negative consequences for European internet users, businesses, and todays well-functioning internet model. - Section I of the paper shows how Akamai helps ISPs and content providers deliver the fast, reliable, and secure internet experience that consumers and businesses expect. - Section II of the paper outlines Akamai's response to select scenarios in the White Paper. - The first part describes Akamais investment contribution to support connectivity capacity in the EU. - The second part counters the idea of a convergence between the electronic communications networks/services sector and the cloud sector. Hence, we disagree with the potential expansion of the scope and objectives of the European Electronic Communications Code (EECC) to cover cloud services in general, as presented in Scenario 4. We also explain how the level-playing field debate often fails to take into account the growing body of EU regulations that already applies or could apply to cloud computing. - The third part explains that the IP interconnection market currently functions well and cautions against potential regulatory intervention. We substantiate how such potential regulatory intervention could, for example, harm the well-functioning and highly competitive third-party CDN market by decreasing predictability and by placing upward pressure on commercial pricing for bandwidth and other costs for relatively small internet actors like Akamai. - The last two parts focus on sustainability and cybersecurity.
