Response to Evaluation of EU Rules of Origin

Alcoa wishes to highlight the urgent need for stronger rules of origin in the aluminium industry as the current framework allows for circumvention practices that undermine fair competition, sanctions, environmental accountability and strategic resource tracking. In fact, the European Steel and Metals Action Plan (SMAP) specifically calls for greater traceability of metals and raises the potential introduction of the rule of melted and poured to trace the country where the metal good was originally melted and poured. Alcoa urges the Commission to adopt, as an additional customs declaration element, the requirement of reporting additional information related to smelt and cast, including all countries of smelt.
