Response to European Innovation Act

Call for evidence on the European Innovation Act Alliance for BioSolutions welcomes the opportunity to contribute to the forthcoming European Innovation Act. We view the Act as a crucial step to strengthen Europes innovation capacity and to ensure that biobased solutions can be developed and scaled in Europe. General remarks Europe is facing intense global competition in innovation. The United States and China are ad-vancing rapidly in BioSolutions and green technologies. If the EU is to maintain and expand its leadership, it must adopt an ambitious framework that promotes innovation-friendly conditions. The European Innovation Act should therefore prioritize the following elements. Regulatory sandboxes Sandboxes must be a cornerstone of the Act. They allow safe real-world testing of new technolo-gies under flexible conditions, while enabling regulators, companies and end-users to identify and address regulatory barriers together. Experience from both fintech and green technologies demonstrates that sandboxes accelerate market entry. Simplification and harmonization of regulations The current fragmented regulatory landscape creates uncertainty and hinders innovation. The Act should promote science-based, harmonized implementation of EU law, supported by digital-by-default processes and proportionate requirements. This is particularly important for small and medium-sized BioSolutions companies, which are often at the forefront of breakthrough innova-tion. Access to capital and infrastructure BioSolutions often require substantial investment in testing, demonstration, and upscaling. EU instruments such as InvestEU, EIC Accelerator, and Horizon Europe should be strengthened and complemented with targeted support for pilot and demonstration plants, living labs, and regional testing facilities. Skills and workforce The BioSolutions sector faces a shortage of qualified talent. The Act should promote EU-wide up-skilling initiatives and strengthen tech-transfer and academia-industry collaboration, so Europe can both develop and retain the necessary skills. Concluding remarks The European Innovation Act is a unique opportunity to reinforce Europes global leadership in BioSolutions and the green transition. By combining regulatory sandboxes, simplified and harmo-nized regulations, better access to finance, and stronger market incentives, the Act can create the innovative environment Europe needs to bring biobased solutions from idea to impact. Alliance for BioSolutions remains available for dialogue and knowledge sharing on how BioSolu-tions can drive Europes innovation agenda.
