Response to European Critical Raw Materials Act

AMG Lithium welcomes the European Commissions proposal for a regulation to establish a Framework to ensure and secure the sustainable supply of Critical Raw Materials (CRMA) for Europe. As the first Lithium refinery in Europe, we consider the CRMA an essential piece of legislation for the twin climate and digital transitions and would like to highlight some key priorities below (and in the document attached). Support in the global race for critical raw materials: Europe is seriously on the backfoot when it comes to the on-going global race to secure the raw materials necessary for the twin climate and digital transitions, being highly dependent on few suppliers and with virtually no industry in place to process the raw materials. Furthermore, other countries in the world are already moving towards key geographies to ensure their access to critical and strategic raw materials, while European players are much more reluctant to take certain risks without the support of the European Union or EU governments. A solution in this regard could be setting up a platform with the intention of bringing together companies along the critical and strategic raw materials value chains to support exploration, extraction, processing and recycling in countries with which the European Union does not yet have a strategic partnership or other trading agreements. The role of the Commission would be to facilitate the relationship between the project promoters and national governments. Companies need to share the risk of projects in third countries with which the EU does not yet have a strategic partnership in order to begin operations in said countries. The companies would therefore rely on the Commission to support them to begin operations in such a country. Furthermore, given that the Commission will already be tasked with setting up a system to facilitate off-take agreements, a similar structure should be put in place to build such consortia. They could be made up of mining companies, processing companies, battery manufacturers and/or original equipment manufacturers.
