Response to Revision of the Drinking Water Directive (RECAST 2017)

WD Revision – AE comment on Revision of the Drinking Water Directive 2017 (RECAST) For Aqua Europa (“AE”), as the representative body for the supply chain of the European water and wastewater industry with a very diverse technical and commercial membership base, concern on the recast centres on the new Article 10 which is still not conducive to the promotion of harmonised material acceptance criteria in the EU. Quite the contrary, in fact, as it allots the responsibility to each individual Member State to adopt or reject the migration values of contact materials (art. 10.2) This would appear to represent a recent and unexplained shift of policy emphasis, a move away from MS coordination to disarray. . Of equal concern to this association, moreover, is the eradication of the indicator parameter list from the former Article 10 and its transfer to a section, Information to the public in Annex IV, without defined limit values. This is likely in our view, to have the consequence that water quality in MS in respect of corrosivity is no longer defined by reference to limits for pH, chloride, sulfate and conductivity. Our industry clearly has an urgent need to be able to define the corrosivity of incoming water into its products if it is adequately to select materials that will function for the lifetime of the product.
