The objectives of ARGE are: To represent the interests of its members, which are National Associations of Locks and Building Hardware Manufacturers, on a European and international level. To represent and to take any appropriate action to support the interests of its members, in particular: in matters of European standardisation in matters of EU legislation in matters of sustainability of building hardware products in matters of digitalisation of the built environment To collect and disseminate information of particular importance to the membership.

Response to Extension of the scope of the carbon border adjustment mechanism to downstream products and anti-circumvention measures

ARGE - The European Federation of Locks and Building Hardware Manufacturers welcomes the opportunity to provide feedback in response to this call for evidence. The Federation represents around 250 companies in 15 European countries (EU, Switzerland and UK). Most of these companies are privately owned, many of them being medium-sized enterprises. Some 50,000 employees generate annual sales of more than 10 billion. The product range manufactured by these companies comprises all types of mechanical, mechatronic, electronic and digital products in context with opening, closing, locking, and controlling doors, gates, windows and shutters. A considerable number of products are significantly affected by ETS and CBAM due to their high steel and/or aluminium content and will therefore experience a corresponding increase in costs in the coming years. For the vast majority of European manufacturers of locks and building hardware (products falling under CN codes 8301 and 8302), the inclusion of products under these two customs codes in the CBAM Regulation as downstream products will be crucial in order to avoid further losses in competitiveness vis-à-vis importers of such products from the Far East and Turkey. Response to Review of the Construction Products Regulation

ARGE – The European Federation of Associations of Locks and Builders Hardware Manufacturers represents around 250 companies and 50,000 employees in Europe who generate an annual turnover of close to € 10 billion with developing, manufacturing, and marketing locks and building hardware. ARGE welcomes the publication of the long-awaited Commission proposal for a new Construction Products Regulation which aims at solving the implementation issues that stakeholders, amongst them the manufacturers of locks and building hardware, have been facing over the last years. ARGE very much supports the overall objectives of the Commission proposal to ensure a well-functioning Single Market for construction products while contributing to the green and digital transition in the constructions sector and appreciates the opportunity to draw the attention on some points of the proposal that need to be addressed (please see document attached).
