Response to Single Market Strategy 2025

31 Jan 2025

More international train services and more affordable cross border train services have the potential to boost cross border cooperation and improve services for cross border passengers. Sustainable and affordable transport is conditional for cross border cooperation and the competitiveness of the EU as a whole. To make full use of the potential of long, medium ánd short distance international train services the completion of the Single European Railway Area must be realised as soon as possible. Several challenges for international services remain and need to be tackled, as do burdens for improving access of new entrants to national rail markets. The burden of red tape, bureaucracy and conflicting national rules and standards is making travelling by train more complicated and expensive than necessary. Furthermore, it harms the competitive position of trains against cars and planes. In order to make full use of the potential of cross border trains we urge the European Commission to unify and simplify regulations for the railway system in relation to rolling stock, permits to operate services in other countries, train driving licenses, safety, ticketing and rail capacity management.
