Feedback to the evaluation and review of the EU energy efficiency directive (EED)
Proposal for a Directive - COM(2021) 558 dated July 14, 2021
We welcome the European Commission’s initiative reflected in the latest revision of the EU energy efficiency directive (EED) recast to strengthen the regulatory framework to lift barriers hampering the wider application of excessive waste heat recovery from data centres. We believe that the re-use of waste heat from data centres can contribute significantly to the EU’s ambitious targets set forth in the “Fit for 55” package.
To that end we specifically support the European Commission’s effort to:
- foster a science-based approach to improve the adoption of waste heat re-use from data centres by mandating data collection from data centre operators and municipalities and the establishment of data centre sustainability indicators that include information requirements on temperature set points and waste heat utilisation. The data gathered from these indicators shall inform the creation of a European data centre ledger mapping data centre sustainability, specifically including the re-use of waste heat from data centres. This ledger can be used to incentivise data centre operators and municipalities who are adhering to standards regarding waste heat re-use or penalise those who don’t. (Articles 11 and 23),
- promote the optimisation of the interaction between district heating and cooling systems and data centre operators. The lack of standardisation and incentivisation of the use of excess waste heat from nearby data centres is one of the biggest obstacles to the adoption of waste heat recovery,
- include data centres specifically into the mandate to carry out a cost benefit analysis of utilising their waste heat and that the analysis shall specifically consider solutions that allow removing or capturing the waste heat at useful temperature level with minimal ancillary energy inputs.
Likewise, we would also like to encourage the European Commission to further improve the impact on achieving the environmental goals set out by the Fit for 55 package by amending some data centre specific provisions regarding the effective recovery of waste heat from data centres. We would welcome if the European Commission reflects on the proposed amendments as per the attached feedback document.
