Response to Environmental claims based on environmental footprint methods

ADELMA is a business organization that joins manufacturers and distributors of detergents and cleaning and maintenance products, pesticides and biocides, both those used at household and institutional, professional and industrial level. Within our Association there are companies dedicated to the marketing of products for domestic consumption, as well as the industrial and institutional ones. Our Association represents a dynamic, tremendously competitive economic sector that makes a continuous effort for innovation to satisfy the needs of consumers with products that are increasingly safer and more compatible with the environment. The objectives of the Association are the defense of the interests of the companies belonging to it and the development and progress of the sector, always within the utmost respect for the rules of free competition. ADELMA appreciates the opportunity to make comments on the proposal for a Directive on ecological claims, the objectives of which we fully share. Our will is to be able to collaborate with the European Commission and all the actors in the value chains to ensure that the Environmental Claims Directive makes it possible to effectively differentiate products and provide accurate information to consumers regarding their behavior with respect to the environment, also guaranteeing equal conditions in its application for all industry players. ADELMA wishes to highlight some key aspects aimed at further strengthening the proposal (attached document). In particular, we call for: A robust, realistic, and harmonised approach across all Member States guaranteeing the smooth functioning of the Single Market. To this end, the Directive must ensure mutual recognition of green claim certificates and prevent diverging verification procedures at Member States level, as well as foster cooperation when national regulation in the space of green claims falls outside the scope of this Directive. A realistic timeframe for the implementation of the new requirements. A Directive which promotes rather than stifle innovation within the EU and beyond, and which avoids disproportionate administrative burden. Legal certainty and consistency with other relevant pieces of legislation, such as the Directive on Empowering Consumers in the Green Transition. Proportionate requirements for the substantiation of explicit environmental claims to the nature of the claim. Recognition of verification under the rules of environmental labels, i.e. once verified, companies committed to/members of such environmental labels shall not become subject to further verification.
