La Asociación tiene por objeto el desarrollo de la actividad de normalización entendida como se define en el Reglamento (UE) 1025/2012 del Parlamento Europeo y del Consejo, la Ley 21/1992 de Industria y en el Real Decreto 2200/1995 por el que se aprueba el Reglamento de la Infraestructura para la Calidad y la Seguridad Industrial.

Response to European Research Area (ERA) Act

Standardization is one of the Knowledge Valorisation channels identified by the K.V. Principles. It is complementary and compatible with all the other channels. However, it is not fully used by researchers, basically due to the lack of tradition and incentives. This activity is not recognized in their career evaluations, and currently it is barely required in funding tools like Horizon Europe. Therefore, researchers do not engage on it in a relevant volume. For instance, IP is requested in almost all Horizon topics, but 2/3 of European patents are not commercially exploited. In 2025-2026 workprograms, only 13% of topics require to consider standardization, and 3 out of 6 clusters of Pillar II do not require it at all. Europe is loosing more than 85% of opportunities in this aspect. Consequently, standardization must be systematically requested in funding programes, as a way to support and complement other valorisation channels. This must be supported by ongoing measures regarding awareness building, training and advice (e.g. Code of Practice, Standardization Booster, etc.) and including standardization capacity building in university education and actions like Horizon MSCA. The certainty on the relevance of standardization to get the research funding is a main motivation for researchers to engage in standardization, and this way, it can become in the medium term an usual activity for a critical mass of them. Once this critical mass is reached, standardization could be then included in their career evaluation systems. Therefore, the ERA Act must include provisions regarding this need of linking research outcomes to standardization, and use systematic requirements in funding programs to lever this engagement.
