La Asociación Nacional de Fabricantes de Fertilizantes es una organización profesional sin ánimo de lucro, constituida en 1977, que agrupa a las principales empresas españolas fabricantes de fertilizantes y a empresas productoras extranjeras con representación en el territorio español, y cuya misión es, entre otras, el fomento de un abonado de calidad y de una agricultura productiva sostenible.

Response to Commission Directive amending Annex III of the Nitrates Directive

The Spanish National Fertilizer Manufacturers Association (ANFFE), which includes the main fertilizer manufacturers established in Spain, appreciates the invitation to comment on the proposed revision of the Nitrates Directive with the objective that RENURE fertilizers can be applied above the annual limit of 170 kg of N/ha. ANFFE supports the comments of Fertilizers Europe in this regard and would like to highlight the following observations: Plants must have access to an adequate supply of nutrients throughout their growth process, regardless of whether their origin is mineral or organic, with mineral and organic fertilizers being complementary. In 2020, the Joint Research Center (JRC) published a report on Technical proposals for the safe use of processed manure above the threshold established for Nitrate Vulnerable Zones by the Nitrates Directive (91/676/EEC). In this report, which we support, it is recognized that the efficiency in the use of nutrients from fertilizers of organic origin is lower compared to mineral fertilizers, with greater losses for the environment. It also defines the conditions under which RENURE products have similar nitrogen leaching potential and agronomic efficiency as mineral fertilizers. We consider it crucial that RENURE products strictly comply with the criteria established by the JRC, to avoid possible adverse impacts on water quality and ecosystem health and to reinforce the sustainable management of agricultural resources. Therefore, only those products that comply with the JRC criteria should be able to exceed the annual limit of 170 kg N/ha. On the other hand, the development of RENURE products and their scalability at an industrial level still raises some concerns in terms of profitability. Therefore, we request that the challenges related to the development and scalability of RENURE products be taken into account and solutions be sought, to facilitate the possibility of nutrient recovery.

Response to Soil Health Law – protecting, sustainably managing and restoring EU soils

ANFFE, the Spanish National Fertilizer Manufacturers Association, welcomes the Commission's goal of preserving healthy soils. Soil is the basis for food production and is essential for life on earth. Soil health is essential for providing sufficient, safe and healthy food. Fertility is a fundamental aspect of soil health. Providing nutrients through fertilizers maintains its fertility over time, avoiding nutrient depletion and ensuring sustainable food production. Therefore, fertilizers are key to maintaining healthy soils and proper plant growth. The fertilizer industry plays a fundamental role, since it obtains products that contain essential nutrients for plants, in easily assimilated forms. The European fertilizer industry works with European farmers to provide them with the best tools, products and knowledge to make the most of every nutrient applied to their fields, in order to maintain and improve the productivity, fertility and health of their agricultural soils. ANFFE fully support the position paper of Fertilizers Europe on the Commission's proposal. The main points are included in the attached document.

Response to 2040 Climate Target Plan

El uso de los fertilizantes forma parte de las soluciones para reducir el cambio climático y mejorar el balance global del CO2 en la atmosfera, ya que permite incrementar su captación por los cultivos. Estudios científicos demuestran que la aplicación racional de fertilizantes mejora la captación de CO2 y el balance energético de la agricultura. Además, permiten que no se tengan que destruir bosques para destinar millones de hectáreas adicionales a la agricultura. La industria europea de fertilizantes es una de las más eficientes y menos contaminantes del mundo, siendo su huella de carbono mucho menor que la de otras regiones del planeta. Además, la agricultura europea es mucho más eficiente y las legislaciones medioambientales europeas son bastante más estrictas que las del resto del mundo (ver documento anexo).
