Response to Review of poultry marketing standards

ANCAVE Associação Nacional dos Centros de Abate e Indústrias Transformadoras de Carne de Aves, from Portugal, welcomes the chance to comment on the revision of the EU-Marketing Standards and would like to thank the European Commission for this initiative. The European Marketing Standards for poultrymeat has proven to be a successful and effective instrument for ensuring the continuity and proper functioning of the common market organization within the European Union. Industry, trade, controlling authorities and consumers benefit equally from the application of the marketing standards. ANCAVE supports the need to keep specific marketing standards for the poultrymeat sector in order to define harmonized standards and to contribute to a proper functioning of the internal market for the trade of poultry meat. They have proven to be effective by ensuring a minimum quality of the products circulating within the EU market and offer transparency to the consumer across the EU. However, these standards have undergone minimal changes since their creation while the sector has been evolving considerably. Even though we welcome the revised texts, we feel that not all technological changes and recent production methods specifically in terms of water content have been considered. On the other hand, we very much appreciate the addition of new poultry cuts as part of the definitions. This would for sure help reduce food waste and supply the market with the growing demands. We would also like to take this opportunity to highlight to the Commission the need to implement transparent mandatory labelling of origin (EU or non-EU + name of the Third country) for all products containing poultry meat and across all distribution channels (restaurants, canteens, catering, etc). The origin should be put on the label when poultry is used as ingredient, or on the menu/made visible and available to the customers when out of home consumption. With this, we believe this labelling is perfectly in line with the objectives of the Farm to Fork strategy, since an EU/non-EU labelling will not harm the single market. We believe it will reinforce the message to the consumers that poultry meat in the EU is produced under high standards. In conclusion, the marketing standards for poultry meat have proven to be effective and should be maintained while undergoing some modifications to adapt them to todays and future evolutions of the sector.
