Response to Europe’s digital decade: 2030 digital targets

The Association Civic Tech Europe (ACTE) was created in December 2019 to bring together European civic technologies at European level. The members of the association - independent of any political or economic movement - represent digital organizations coming from various European Member States, such as France, Belgium, Germany, Greece, or Spain. The actors of the sector develop innovative digital tools aiming to include more and more European citizens in our society by offering everyone the possibility to participate in our European democracies. In the face of distrust in the public decision-makers, the point of these innovative tools is to strengthen the links between the citizens and the public authorities, political parties, and more generally representatives. On one hand, Europeans can contribute to the public decision. On the other hand, the public authorities can directly consult the populations and develop direct, instant, and permanent exchanges with them. The Association Civic Tech Europe welcomes the initiative of the European Commission to consult the stakeholders to define the 2030 digital targets. European innovators should indeed be encouraged to develop technological solutions in compliance with the European priorities, concrete objectives, and values. ACTE asks for stronger support from the European institutions to increase the use of civic technologies at every level: European, national and local. These platforms can help to fill the gap between authorities and citizens and then improve representative democracy. The different tools provided by the members of the association are ready to use and offer the opportunity to easily and quickly create renewed relationships with the populations. Furthermore, civic tech organizations are the best-equipped actors to build and maintain tools that fulfill the crucial following requirements: 1) Offering flexibility to build solutions: - Concrete and already tested expertise, - Interoperability of tools and data, - Diversity and ability to innovate, - Diversity of the business model. 2) Ensuring transparency and diversity: - Transparency in the functioning of the tools, - Usually designed with open data requirements in mind, - Measuring tools to ensure that engagement is as diverse and inclusive as possible, - Engagement tools to reach citizens from all backgrounds, - Address digital illiteracy by strategizing how to reach these citizens. 3) Guaranteeing a high level of security of technological tools: - Support and actively implement the General Data Protection Regulation to create reliable and trustworthy businesses, - Make sure that the sector can become a trusted third party between citizens and their representatives in the European Union, - Create safeguards to prevent various online threats such as the dissemination of fake news or the influence of trolls, - Keep the highest cybersecurity standards on the tools. The Association Civic Tech Europe is glad to contribute to this roadmap and remains available for any further requests or to share its expertise.
