Response to Protocols and interfaces to be supported by the European Digital Identity Wallets

In light of the five initiatives published for implementing regulations of the European Digital Identity Wallets [European Digital Identity Wallets certification - Draft implementing regulation - Ares(2024)5786790 European Digital Identity Wallets integrity and core functionalities - Draft implementing regulation - Ares(2024)5786754 European Digital Identity Wallets protocols and interfaces to be supported - Draft implementing regulation - Ares(2024)5786773 European Digital Identity Wallets trust framework - Draft implementing regulation - Ares(2024)5786798 European Digital Identity Wallets person identification data and electronic attestations of attributes - Draft implementing regulation - Ares(2024)5786783] EReg AISBL would like to react on behalf of the EReg members. The following points are to be considered by the legislators: Use of the ISO 18013-5 standard for the mobile driving licence Important work has been done globally on mobile driver's licenses (mDL's) to develop an international ISO standard. This resulted in the approving and publishing of the ISO standard 18013-5 for the mobile driving licence in 2021. EReg would like to express once more the importance of using this standard, as this will benefit the cross-border harmonisation of mobile driver's licences. Usability of mDL internationally By using the ISO standard and by global harmonisation of forms and formats for digital documents, international use and acknowledgment of these documents will improve. The European Parliament aims for international acceptance of the mDL. Countries and continents outside of the EU will not use the European Digital Identity Wallet. This means that in order to make the mDL internationally accepted, this digital document needs to be separable from the EUDI Wallet. Therefore, we urge the European Commission to take this into account in further developing the EUDI Wallet and the separate document types included in this Wallet. Digital Trust System The developments on the Digital Trust System (DTS), used in the US and Australia for authentication of digital documents, are going fast. At the Global Summits of EReg, AAMVA and Austroads, these partner alliances agreed on cooperation for globalising a trust model, such as the DTS in de USA, to have a system operating internationally. In this view, EReg wants to urge the European Commission to assure a good international connection of the EUDI Wallet and its digital documents such as the mDL, to international Digital Trust Systems. Digital vehicle documents Taking a look ahead, we would like to broaden the scope: next to mDL's, also vehicle documents should be made available in a Wallet. Since vehicle documents are not attached to a person, but to a vehicle, the EUDI Wallet is maybe not suitable. In order to improve vehicle re-registration processes (within the EU and with third countries), the possibility to issue a wallet for a vehicle and link this to the actual user of a vehicle, should be explored. The European Commission could already anticipate on adding vehicle information to a wallet or a link to a personal Identity Wallet and take this into account in further developing the EUDI Wallet. Urgency As we see fast developments in the Digital Trust System and mDL's in the US and Australia, but also within the European Member States individually, there is a need for fast progress in the further development of the EUDI Wallet and standardisation of its digital documents. EReg wants to encourage the European Commission to keep giving the Road Safety Package, eIDAS and the EU-wallet development the necessary priority and make progression in order not to fall behind on a global level. EReg AISBL is happy to assist when needed.
