Response to Evaluation of the European instrument for temporary Support to mitigate Unemployment Risks in an Emergency (SURE)

AdEPP, the Italian Association of Private Pension schemes of the liberal professions, member of the ESIP Platform, participates in this "Have your say" consultation on behalf of the associated pension schemes to contribute to the evaluation of the SURE instrument. In 2020, at the peak of the pandemic crisis, the Italian Government introduced the so-called Covid-19 emergency decrees (law decree n.18/2020 and law decree n.104/2020) to support citizens in the very difficult situation. Among the beneficiaries also the self-employed who benefited of the "last resort" allowance (Reddito di Ultima Istanza) for three months. The pension schemes of liberal professionals played a subsidiary role by advancing about EUR 1.1 billion to directly disburse the RUI in favour of 494,179 liberal professionals enrolled in the relevant pension schemes. These were 47,0 % of all liberal professionals enrolled in the pension schemes with slightly different percentages between men and women (49,0 % of women and 46,0 % of men). But in the age group up to 30 years nearly 75,0 % of male professionals benefited of the RUI while among their women colleagues "only" 53,0 %. In relation to the effectiveness and adequacy of the SURE instrument, it can be said that it has proven to be effective and appropriate in the Italian context. SURE is indeed flexible and straightforward with a very effective pull and it was particularly suited to the Italian welfare system. Welfare in Italy has historically been based on bonuses, allowances and exemptions (passive policies) rather than on the provision of targeted services (active policies). Furthermore, the SURE instrument application did not involved the administrative capacity of institutions/administrations. Based on the experience with SURE, it is believed that a similar tool could be put in place to protect individuals from possible future crises resulting from unpredictable factors and events.
