This is the feedback from AiCC, Italian Association of Cities of Ceramics, grouping 40 Italian Municipalities recognized, by the Ministry of Economic Development, as "cities of important and ancient ceramic tradition", that are the Cities where the biggest quantity of italian art and craft ceramics is produced.
First of all, it is fundamental to point out that the ultimate goal of resolving this problem and discussion through consultation activities is to ensure a high level of food safety for consumers.
Secondly, it is deemed necessary to publicly acknowledge the Commission's work in recognizing the need to limit the risk of negative (economic and social) impact on traditional artisanal production.
The consequent solution of mitigating provisions, with its wide range of actions, represents the most likely win-win solution.
Nevertheless it will be important to follow up a discussion, that adequately involves the stakeholders, to define and carefully, rapidly and widely agree upon, find and implement these interventions.
It will be necessary to take into account the differences in production at the national level (faience, gres, porcelain), as well as the technical difficulty of using and managing the decals in artisan production, as well as defining the texts to be applied to the labels, all decisions to be carefully examinated and acted in an agreed way.
Therefore it will be of fundamental importance to activate a handicraft stakeholder group, in order to discuss, define and implement rules of MITIGATING PROVISIONS with certainty, speed of obtaining results and fairness and effectiveness for the different nations.
Certainly the whole set of actions of MITIGATING PROVISIONS (labeling, communication to consumers, 2nd limit, derogations, etc.) cannot and must not be defined with a unilateral technical administrative act, but shall be released, in a useful and effective form, only with the support of the parties directly involved in the needs and technical and market skills, while respecting the main priority of public health and to abtain fast results.
