Response to Revision of the Union legislation on blood, tissues and cells

AVIS – (Associazione Volontari Italiani Sangue), the Italian association of volunteer blood donors, welcomes the Commission’s proposal on standards of quality and safety for substances of human origin intended for human application, which is certainly capable of increasing the quality and safety levels of donated blood and blood components in the Member States. In this regard, AVIS particularly welcomes the provisions to protect the donor and support the goal of achieving self-sufficiency. The confirmation of the dutifully voluntary and unpaid nature of SoHO donations is indeed important, as it is the fact that the latter is included in the checks to which SoHO centres are subject. However, based on its experience in the field, AVIS would like to stress some criticalities and propose some adjustments to the proposed regulation. Firstly, due partially to inaccurate definitions, the system envisaged is nevertheless susceptible to instrumentalization, especially because of the difficulty of identifying a single ceiling for verifying the financial neutrality of a reimbursement. Considering this, AVIS calls for a firmer reference to the records of the bodies (such as EDQM or ISBT) that have dealt with this issue. Secondly, there is a lack of recognition of the key role of voluntary and unpaid donors and their organizations, also in terms of culture and prevention, as well as of the strategic importance of the communication, recruitment and retention activities that can be entrusted to them. Such activities play a decisive role in mobilizing young people and others, helping them develop an intrinsic motivation that affects both donation performance and the duration of a donor's career. Hence, it cannot be assumed that the solution to self-sufficiency is to remunerate the donor. On the contrary, the experience of many countries shows that - with adequate investment in infrastructure and communication - it is possible to achieve strategic independence at European level in the field of blood and blood derivatives.
