Response to Environmental claims based on environmental footprint methods

ASSUC is the voice of European sugar traders, representing over sixty sugar trading companies across Europe through its membership. We welcome the publication of the Proposal for a Directive on substantiation and communication of explicit environmental claims (Green Claims Directive), on 22 March 2023. *Please find attached ASSUC's full position on the Green Claims Directive proposal* (1) ASSUC strongly calls on the European Commission to focus on, and support, the substantiation of existing private environmental labelling schemes. Many operators have made significant investments to achieve certification under these private environmental labelling schemes, which often have a wider geographic scope than just the EU. This is relevant as the EU is one of the most important destinations for environmentally certified goods such as cane sugar which are produced in third countries. (2) ASSUC also believes that the Green Claims Directive should encourage sustainable innovation and continuous improvement under existing sustainability labelling schemes. The European Commission must therefore establish a harmonised, certain, non-discriminatory, and adaptable legal and scientific framework under the Green Claims Directive, with the minimum requirements needed for the substantiation of environmental claims and certification of private environmental labelling schemes.

Response to Review of the requirements for packaging and feasibility of measures to prevent packaging waste

ASSUC is the voice of European sugar traders, representing over sixty sugar trading companies across Europe through its membership. ASSUC strongly calls on the European Commission to remove sugar from the list of products under point four Annex V, banning single-use portion packaging for consumption in HORECA. The Proposal for a revision of EU legislation on Packaging and Packaging Waste already presents alternative approaches for this product, which can allow the EU to meet its important packaging reduction targets in a manner that is not discriminatory, disproportionate, or burdensome. Specifically, this position paper is calling for the European Commission to reconsider its position on a ban of sugar sachets in HORECA establishments. We argue that: I. Sugars are not homogenous products; several types of sugars used in HORECA have different packaging needs in order to maintain quality, hygiene, and functionality. II. Sustainable packaging solutions for sugar are on the market, in the form of compostable sachets, which would contribute to the EUs targets on reducing packaging and packaging waste. III. A ban on all packaging for sugar consumed on HORECA sites would be detrimental to important non-EU origins, many of these being developing countries with preferential access to the EU market. IV. The European Commission can support adherence to the regulation by establishing a clearer transition timeline, increased incentives for, and investment in, sustainable packaging, and stronger harmonisation and standardisation at Member State level on reuse, recycling, and composting. ASSUC avails itself of this opportunity to thank the Commission for its consideration of the arguments made in this paper and assures the Commission of our availability and interest in supporting the Commission to address packaging and packaging waste where sugar is concerned.
