Response to Review of the State aid rules on the Services of General Economic Interest (“SGEI”)

Executive Summary ASVAL Contribution on the EU SGEI Framework July 2025 ASVAL, Spains national association of residential landlords, welcomes the European Commissions initiative to revise the State aid framework for affordable housing under Services of General Economic Interest (SGEI). ASVAL emphasizes that addressing Europes housing crisis requires legal clarity, local flexibility, and strong public-private collaboration. Key recommendations include: Legal certainty for investors, with clear rules on compensation and eligibility; Locally defined affordability, reflecting regional income and housing costs; Recognition of public-private partnerships as valid models for delivering affordable housing; Performance-based incentives that reward long-term affordability, tenant protection, and ESG outcomes; Simplified procedures to reduce administrative burdens and expand participation. ASVAL urges the Commission to create a more inclusive, flexible, and practical framework that mobilizes both public and private efforts to deliver sustainable, affordable housing across the EU.

Response to European Affordable Housing Plan

Dear Members of the Housing Task Force, On behalf of the Spanish Rental Housing Association (ASVAL), we are pleased to submit our contribution to the European Affordable Housing Plan in response to the European Parliaments call for evidence. ASVAL, as Spains most representative rental housing association, brings together a broad range of actors in the housing sectorfrom individual landlords to institutional investors. We firmly support a coherent and investment-friendly European strategy to address the housing crisis, and believe that private-sector engagement is essential to delivering sustainable and affordable rental housing at scale. In the attached document, we outline concrete proposals to help the EU unlock the full potential of private capital and expertise. These include recommendations on regulatory clarity, subsidiarity, tax incentives, reform of State aid rules, public-private partnerships, and energy-efficient renovation of the rental stock. Our aim is to support a pragmatic and inclusive approach that complements national models and reinforces the Unions social and environmental goals.
