Response to Interim evaluation of the Connecting Europe Facility 2021-2027

ASFINAG, the Austrian motorway operator, manages toll collection, operation, and construction of 2,265 km of highways, including four TEN-T corridors. The electrification of transport and cross-border traffic interconnection present new opportunities, especially in the field of ITS (Intelligent Transport Systems). CEF funding is crucial for accelerating innovation in this sector. We want to point out the several projects and the importance of EU funding for its success: CROCODILE 3: A collaboration among Austria, Cyprus, Czech Republic, Italy, and Slovenia to improve cross-border traffic through harmonized ITS applications. Since 2013, the focus has been on exchanging high-quality data to support the free movement of people and goods. ASFINAG developed a new DATEX II content portal and upgraded a smartphone application under CROCODILE 2. NAPCORE: Aims to facilitate cooperation between Member States and associated countries, creating a coordinated European mechanism of national access points. This project supports the ITS Directive by enhancing data exchange and interoperability. X4ITS Corridor Project: A follow-up to CROCODILE III, involving Austria, Czech Republic, Hungary, Italy, Romania, Slovenia, and Croatia. The project focuses on implementing ITS Directive specifications with a low budget, emphasizing organizational framework design. C-ROADS: Since 2016, this project has harmonized V2X use cases across EU member states, ensuring safety-critical information is exchanged between infrastructure and vehicles. ASFINAG has successfully deployed these several C-ITS services. In fact, the EU is now the global leader in V2X deployment. The future certainly is connected. Advanced services like C-ITS and cooperative driving require high accuracy in terms of time and location, increasing the demand for high quality traffic data. Digitalization of the road, especially of safety critical events, construction sites, regulations (like traffic signs) and the overall infrastructure (like parking and resting areas for trucks) will be necessary to cope with the rising demand of these services. CEF funding including digitalization in these areas will be required to enable future service deployments and to achieve the ECs set goals of road safety and sustainable traffic. A negative example may be allowed here: In 2023, a proposal under the AFIFGEN program was unsuccessful. This was due, on the one hand, to the relatively small project volume of around one million euros, which was considered too low by CEF standards. On the other hand, meeting the co-financing criterion, particularly reaching an agreement with a bank, posed a significant challenge for us. In the AFIF calls of the current year, only megawatt-level charging stations are being funded, and grid connections are no longer supported separately from charging points. It would therefore be desirable for 350 kW charging stations to be funded again, as was the case in the past, since these will be essential for ASFINAGs future planning. Finally, we would like to highlight the SAFEMOB-GEN calls, which will be of great importance for the expansion of truck parking spaces at our rest areas.

ASFINAG, the Austrian motorway operator, fully supports the Delegated Act on C-ITS. Its publication ensures that upcoming deployments of C-ITS services are harmonized throughout Europe and gives certainty for investment into C-ITS for early adopters. ASFINAG is already tendering the rollout of C-ITS on the Austrian motorways based on ITS-G5.
