Response to Working Programme of the ITS Directive for the period 2024-2028

Autotalks thanks the Commission for reigniting the path of C-ITS Delegated Acts. We would like to address section 3.2.1, "Cooperative Intelligent Transport Systems (C-ITS)," in the Annex, specifically the third specification: specifications to foster the development and implementation of C-ITS, in particular to support cooperative, connected, and automated mobility. We propose to change the text to specifications to foster the implementation of C-ITS, in particular to support safe and automated mobility. Deleting the word development: This reflects the reality that C-ITS technology is already developed and ready for deployment but has failed to achieve mass-deployment. C-ITS suffers a market failure despite its potential to save thousands of lives annually. Five years after Volkswagen's ITS-G5 deployment, no other OEM has announced similar deployments, highlighting the need for a focus on implementation. Replacing cooperative, connected with safe: C-ITS inherently implies cooperative and connected mobility. Therefore, these terms are redundant. The primary goal of C-ITS, which is to enhance safety, should be explicitly defined as the specifications outcome. The Commission is uniquely positioned to persuade OEMs to deploy V2X technology. Society cannot afford to wait for voluntary deployments. This specification is urgently needed.
