Response to Multiannual Financial Framework: Erasmus Programme 2021-2027

Additionally to the position of the board of the Bavarian Youth Council attached, we want to point out the following: - By calling the programm only Erasmus, all other sectors like Youth and non-formal education will lose their visability completely and formal higher education owns the programm. (Title) - We believe Discover EU will reach its objective much better when the age is more flexible and not only for 18 year olds. We propose already 14 years as starting age for Discover EU, when our youth groups start traveling together in Europe. (Recital 22) - We believe youthwork should be mentioned in the objectives. (Art. 3) - We believe LA3 is important for local and regional youth organisations as well, which are not mentioned in the document. (Art. 6&10) - We believe youth organisations should be mentioned instead of only "social partners" (Art. 23) Additionaly we want to point out the following concerns: - Youth organisations should be involved in the development, implementation and evaluation of Discover EU. Until now decisions and process have not been transparent or participative. To make sure Discover EU reaches young people from different backgrounds organisations as partners are needed. - Youth organisations should be involved in implementation, management and evaluation of Erasmus in the member states. Right now unfortunately it is differently handled by each National Agency and not the case in all EU member states. - As much as we like the online platforms and -tools mentioned we want to clarify that only in the mix (blended learning) and not as a substitution of Youth mobility this can be useful to reach the aims of Erasmus+.
