Response to Farm to Fork Strategy

Although Farm to Fork could be a promising strategy to deliver environmental goods, we, as a representatives of Latvian farmers would like to draw your attention to following points: • One size fits all approach could not be implemented in this strategy. There are vast differences among EU member states also on baseline usage of plant protection products, artificial fertilizers on hectare. The goals, arising from this strategy, should be set by taking into account the individualities of each member state. • For instance, when it comes to reduction of plant protection products and artificial fertilizers, I would like to draw your attention to the fact that in Baltic states there is a significant growth in overall area of farming land. In case of Latvia, the overall amount of farming land in the last 10 years has increased for around 15% with rapid increase of output also on hectare basis as a result of technological development and adequate inputs. Therefore, by taking into consideration the baseline of Latvian farming sector, the possibility of significant decrease in plant protection products and artificial fertilizers is impossible without negative effect on food security. • In case of artificial fertilizers, the situation is not the same in all EU member states. Latvia has the lowest animal density across the EU, respectively – 0,3 animal units per hectare. This means, that there are no real alternatives for artificial fertilizers, and there is a very limited access to organic fertilizers. Legumes cannot solve this issue, since they only fix the necessary nitrogen, but still use high amounts of phosphorus, potassium and microelements. • We would like to emphasize that artificial fertilizers are crucial when it comes to implementation of precision/smart farming. Smart fertilization includes N spreading using NDVI maps and spreading of P and K as separate elements basing on soil analysis. Currently it is not possible to separate these elements in organic fertilizers, therefore the only way to implement smart farming currently is by using artificial fertilizers. • When it comes to reduction of plant protection products, this strongly contradicts the initiative to reduce green house gas emissions by implementing minimal tillage systems. If European farmers shall implement minimal/zero tillage crop growing, an adequate amount of plant protection products has to be available.
