Le logement abordable est nécessaire au « Parcours résidentiel » de chaque citoyen : une personne ou un ménage doit pouvoir accéder à un logement approprié à son usage et ses ressources, sy maintenir ou en changer tout au long de sa vie selon l'évolution de ses besoins (taille de la famille, localisation des études ou du travail) et de ses moyens (statut doccupation de locataire ou propriétaire selon les revenus). Loffre de logements abordables doit être suffisante en locatif (social et intermédiaire) et en accession (aidée ou non), pour permettre laccès au logement à tout type de ménages. Or, aujourdhui, la production de logements neufs ou rénovés nest pas suffisante en nombre et les prix sont trop élevés, bloquant le parcours résidentiel au détriment des nouveaux entrants dans le logement (étudiants, jeunes en début de carrière professionnelle), des familles aux revenus modestes et de la mobilité professionnelle. Propositions 1/ Simplifier les contraintes réglementaires pesant sur les opérateurs Simplifier les règles des marchés publics pour en améliorer lefficacité pour la production de logements et adapter celles des services dintérêt économique général (SIEG) pour faciliter laccès aux aides publiques nationales, régionales ou européennes. Revoir lempilement des dispositions prudentielles applicables au financement immobilier pour permettre aux banques de continuer à financer tous les types de logements. Ces règles prudentielles nombreuses, complexes et cumulatives réduisent la capacité des prêteurs à financer certaines opérations (promotion immobilière, construction de logements locatifs sociaux). Cf note spécifique en annexe 1. Une définition européenne du « logement abordable » nest pas souhaitable, les marchés et les législations étant trop variés pour obtenir un résultat efficient. 2/ Ne pas créer de nouvelles règles qui pourraient entraver la production de logements et leur financement. Ne pas réviser la Directive des Crédits Immobiliers. Cette directive très protectrice des consommateurs a démontré son efficacité dans les pays où elle a été transposée depuis une durée suffisamment longue pour que lanalyse soit complète. Nen changeons pas les règles pour continuer à être efficace dans le financement de laccession à la propriété et de linvestissement locatif des particuliers. Ne pas ajouter de nouvelles exigences de performances énergétiques ou de bas carbone pour les logements neufs ou existants 3/ Dans le cadre de son futur plan, lUnion pourrait mettre à disposition des ressources pérennes et simples à mobiliser pour accompagner la politique du logement et soutenir loffre et la demande, selon les besoins, ainsi que les innovations juridiques et financières à même de rendre plus abordable le logement (cf note détaillée en annexe 2).
