Response to European Partnership for innovative small and medium-sized enterprises

Feedback of the Inception Impact Assessment are the following: 1) We aim to implement an Institutionalised European Partnership, based on article 185 TFEU. We expect the leverage effect to be higher and a complementarity with EIC activities: for example, an interesting option would be that comparable EIC business support services are offered both to EIC and Eurostars SME beneficiaries. 2) We would like to privilege efforts towards synchronization rather than harmonization. It appears more important and efficient. We consider that a fast and common start of the project is much more important for project participants. Applicants to Eurostars must be able to rapidly initiate their projects as the latter are key strategic ones with high leverage impact. As Eurostars is looking at supporting future EU tech champions, the programme should deliver a funding support in short time. 3) We believe that greater flexibility would give impactful actions. Indeed, a better flexibility will allow us to use different funding sources and instruments which will maintain eligibility for the EU contribution to leverage public funding. For instance, it could make sense to examine the potential to implement instruments other than grants, typically repayable advances or loans with preferred interest rates, should the EU contribution still be provided: it may be of interest for financing good R&D projects beyond the grant funding capacity of a Member State. 4) Eurostars should give the possibility to cooperate with countries outside EU for a tangible internationalization as it is the case now, but it should also provide the opportunity to cooperate with new partners consistent with EUREKA internationalization approach. It could widen the geographical coverage. Indeed, we consider important to continue with Eurostars which is funded by Member States and EU to be able to financially support business growth and scale-up worldwide. Eurostars program keeps an interesting success rate. This would go along a simplification of the Eureka regulatory corpus to facilitate international participation.

Response to Revision of the EU SME Definition

As a National Promotional Bank (NPB), Bpifrance performs a public mission of fostering economic development, especially by contributing to SMEs growth. Thus, it supports any initiative from the European Commission to create favorable framework conditions for SMEs. In particular, it very much welcomes the upcoming public consultation on specific issues regarding the evaluation of the SME definition and potential needs for adaptations. More than 99% of European businesses are SMEs. There is a constant lack of mid and large-caps with a strong growth potential in employment and the ability to compete with European and Asian competitors. Indeed, mid and large-caps only represent 0,2% of EU businesses but gather more than 30% of persons employed. While the recovery remains fragile and the growth leverages still need to be enhanced, it appears necessary to assess the potential positive impact that would have a revision of the current SME definition. As it stands, the definition could hinder the expansion of SMEs beyond the provided thresholds. In particular, unlisted small mid-caps from 250 to 500 employees remain excluded from the scope of the SME European definition. It reduces the level of support they can benefit from the EU. Also, they have to comply with stronger requirements or face larger fees for EU administrative compliance. It penalizes their development and the overall European economy. In this field, it should be kept it mind that American and Japanese definitions provide higher thresholds in terms of staff headcount, turnover or balance sheet total. Furthermore, even the EIF considers enterprises up to 500 employees as SMEs for its investment operations. For those reasons, it would be valuable to launch a study at EU level on the impact of the SME definition on the businesses development.
