Response to Circular Economy Act

Wooden packaging is already one of the most circular sectors in Europe, combining renewable sourcing with large-scale reuse, repair, and recycling. It supports over 100,000 jobs, underpins the Single Market, and generates billions in turnover, while delivering clear environmental benefits. To fully enable this contribution, the Circular Economy Act should assign EPR fee responsibility to the first market placer, ensure EPR fees is eco-modulated to reflect woods proven circularity, establish a one payment principle across the EU, extend EPR obligations to imports and distance sellers, and introduce harmonised waste and End-of-Waste criteria for wood. By adopting these measures, the Act will ensure fairness, efficiency, and sustainability. It will also provide policymakers with a clear signal that supporting truly circular materials like wood is central to meeting EU climate, resource efficiency, and industrial resilience goals.
