Response to Amendment of the list of the state-of-the-art documents supporting the EUCC scheme

Reviewing the the proposal we would like to suggest that also the relevant Protection Profiles for C-ITS in Europe should be included BSI-CC-PP-0114-2021 Protection Profile V2X Hardware Security Module by CAR 2 CAR Communication Consortium Version 1.0.1 BSI-CC-PP-0122-2024 Protection Profile for a Roadside ITS Station Gateway ANSSI CC-PP-xxxx-2024 (Under certification) Protection Profile Vehicle C-ITS Station by CAR 2 CAR Communication Consortium An additional comment is that considering that the aim is state of the art security we believe there should be a process for updating the references to detailed technical work such as the protection profiles. As example can be mentioned that a number of existing protection profiles are currentlyin the process of being update to CC:2022, which might cause a need to update the lists.

Response to Specifications for the provision of cooperative intelligent transport systems (C-ITS)

CAR 2 CAR Communication Consortium has been working since 2002 for harmonized services and system requirements to ensure a European compatible and interoperable framework. The benefit of such a framework for road safety has been proven in multiple research project, e.g. in simTD, where it was shown that an interoperable C-ITS based warning system can reduce intersection collisions by more than 50%. We therefore fully supports the initiative of the European Commission to improve road safety and traffic efficiency and to harmonize the functional, technical and security specifications for deployment through a Delegated Regulation. The Delegated Regulation supports very well the digitalization of the roads, which together with the automotive industry increases the international competitiveness of the European Union. Several of our members are actively developing and deploying products. This significant effort and investment will accelerate the large scale deployment of C-ITS. We welcome that the European Commission has defined a regulatory framework, because it is providing interoperable and predictable boundary conditions. Those conditions will secure investment in road safety and enable long term planning for all the relevant stakeholders, like vehicle and infrastructure manufacturers, including their supply base, and the road authorities. We particularly appreciate that the draft Delegated Regulation also clearly defines the conditions to include future technologies preparing also for automated driving, provided that the fundamental principles of interoperability, compatibility and continuity of services will be respected. However, we would kindly ask for some clarification/modification on some specific topics (please see the attached document for the full feedback)
