Response to Carbon removals, carbon farming and carbon storage - certification methodologies for permanent carbon removals

On behalf of a group of global Direct Air Capture (DAC) leaders who share the EU Commissions goals of advancing robust, transparent, and efficient certification processes that facilitate investment in our innovative carbon removal technologies, we are pleased to provide feedback on the draft Commission Delegated Regulation establishing the certification methodologies for permanent carbon removals activities (CRCF draft delegated regulation). However, we believe that the proposed approach to apply the RFNBO Commission Delegated Regulation (EU) 2023/1185 rules for assessing the GHG intensity of electricity supply post-2030, with its associated sub-annual temporal correlation requirement, is not fit-for-purpose for DAC and would present a severe barrier to DAC deployment with limited to no benefit to the emissions accounting integrity of projects.
