Response to EU Start-up and Scale-up Strategy

We agree with the identified hurdles for startups and/or scaleups, specifically related to Access to finance, Regulatory and bureaucratic burdens and fragmentation, Access to markets, Access to talent and Access to infrastructure, knowledge and services. We can call out the following as additional hurdles faced by startups and/or scaleups, specifically related to innovation in the food industry: A predictable industrial strategy, including a predictable regulatory environment related to all policies relevant for startups and scaleups. Risk assessors requesting info on commercial scale production, yet this is not possible for pilot scale operations. Startups are generally not part of established industry networks that provide industry guidance on relevant legislation. Whereas public authorities fund innovation, a similar positive approach to sustaining support for innovative processes and products including towards the general public - is often not maintained. Available, harmonized and simple approaches for topics such as carbon footprinting, reporting, and new technologies such as CRISPR. Activities at EU and Member State level that can address these hurdles include: Focus on unlocking the full potential of the EU single market, for example through harmonized enforcement of food safety regulation across EU members states. Review and address regulatory hurdles not only in the framework of the EU Biotech Act but also beyond, in order to foster innovation and to identify hurdles that prevent industrial scaling. Implementation of a pro-innovation mind-set when developing and implementing science-based policies and regulations. Creation of regional innovation hubs which are innovation centers providing startups with subsidized and easy access to office space, pilot plants, accredited laboratories, IP and general lawyer counsel, access to consultants with expertise in regulatory aspects and other relevant topics (e.g., food safety, food quality), rental spaces for e.g., companies to use for specific projects when collaborating with start-ups; organization of business and financial trainings at the startup hubs.

Annex: Comments on specific entries of the Union List Arachidonic acid rich oil from the fungus Mortierella alpina (page 58) Specifications in the draft union list of novel foods are not aligned with specifications established for arachidonic acid-rich oil from the fungus Mortierella alpine addressed to Cargill Inc. by the Ministry of Health, Welfare and Sport of The Netherlands approved concerning to Article 6(3) of Regulation (EC) No 258/97 of the European Parliament and of the Council of 27 January 1997 concerning novel foods and novel food ingredients (Ref.: VGP/3097620 - Case No 3097618).
