Cargolux Airlines International S.A. is a leading European all-cargo airline, operating a fleet of 30 Boeing 747-8 and 747-400 freighters, with a further 10 Boeing 777-8F on order. The company is headquartered at Luxembourg airport and operates a worldwide network covering over 75 destinations in over 50 countries on scheduled all-cargo flights and charter services. The Cargolux Group also includes Cargolux Italia, a wholly owned Italian subsidiary based at Milan Malpensa Airport, as well as the ground handling service provider LuxCargo Handling and the aerial firefighting business unit Aquarius Aerial Firefighting. Cargolux Airlines International S.A., Europe's leading all-cargo airline, would hereby like to share its recommendations for potential improvements to the Groundhandling Directive 96/67/EC, the Airport Charges Directive 2009/12/EC, and the Slot Regulation (EEC) No. 95/93. The document attached contains several suggestions to improve the autonomous and democratic functioning of Airport Users' Committees (AUCs), to enhance oversight and transparency for monopolistic centralized infrastructures, to establish a fairer single-till accounting system, to promote a differentiated pricing of services, and to maintain key elements of the current slot allocation system. As a global carrier headquartered in the EU, Cargolux is convinced that the recommendations given in this paper would strongly contribute to improving airport market efficiencies, reduce distortive effects, and ensure an innovative and competitive internal market which benefits both customers and advances the necessary green transition.
