Response to A Culture Compass for Europe

The construction of Europe is also based on the cultural cooperation of its member states. Promote intercultural dialogue, the exchange of professionals, cultural consumption. The "Culture Compass" will be playing a key role and should serve to promote European values, democracy, and artistic freedom of expression. Protection of European cultural heritage is needed. Strengthen the implementation of the European Heritage label and the deployment of the "cloud" (a.k.a. CLOUD) as a permanent repository for the digitization of tangible and intangible cultural content. Having common policy of incentives for the training and digitization of cultural enterprises; improving and strengthening the competitiveness of European cultural enterprises will allow them to position themselves globally and facing the challenges posed by the incorporation of new technologies. Paying attention to the use of artificial intelligence within the cultural sectors can improve many areas of creation, but care must be taken to protect the copyright of its authors, which is often much more fragile than in other industrial sectors. Specific policy regarding the audiovisual sector should be keep it in mind. Preserving the specific nature of the European audiovisual sector as a main driver within the common culture policy is crucial for maintaining the competitiveness of audiovisual companies and, at the same time, cultural diversity as already established by the Maastricht Treaty of 1992. This specificity is reflected throughout the entire value chain from training. A useful tool will be the revision of the new audiovisual media directive, which should include, among other things, the exceptionality of the production-distribution-exhibition value chain concerning the non elimination of geoblocking of certain aspects and while respecting the portability of content for European citizens. The new directive should also include the new definitions of independent production and European identity, as well as the inclusion of new operators such as platforms. Citizenship and access to culture is crucial. Facilitate access to culture for European citizens, especially concerning audience development and focusing on young people and children while taking advantage of the impetus of new technologies. Last but not least, European Regional Development Fund and culture Europe's green and digital transition must keep cultural sectors as recipients of the structural investment policy constituted by the ERDF funds, especially in the context of deploying cultural rights and improving economic and social development opportunities in rural areas. Therefore, it is essential to recognize creative and artistic sectors as active agents in promoting research and innovation projects, while continuing to enhance both material but also immaterial cultural heritage in the mitigation of depopulation in rural areas.
