Response to Waste Framework review to reduce waste and the environmental impact of waste management

Ceramic food packaging as a niche for EU SMEs According to Eurostat Data (2021), the Ceramic Industry in the European Union produced an added value at a factor cost of € 10.4 billion in 2018, of which the Ceramic Industry in Southern Europe produced 54%. The ceramic ware manufacturing industry in Southern Europe is characterized by its high fragmentation with over 3,500 firms and a preponderant presence of microenterprises with less than 10 employees. The median ceramic firm had in 2019 a revenue of € 281 thousand and only one employee. Fragmentation and small size have made this industry very vulnerable to economic crises and technological and regulatory threats. For this reason, employment and wealth in this industry depend on the ability of its firms to use and reinforce existing technical competencies to exploit new market niches. One of these being the production of ceramic food packaging. Ceramic food packaging has several benefits in terms of physical characteristics, which allows it to be manufactured with a long-lasting lifespan and to serve multiple uses like packaging, tableware, and kitchenware. As proof, ceramic food packaging is designed to resist multiple washes and be freezer, microwave, and oven safe. This is possible because earthenware materials’ physical characteristics include high hardness and high resistance to temperature, water, chemical reactions, abrasion, and pressure. On top of that, these materials have a low temperature and electrical conductivity. Ceramic food packaging is manufactured with natural materials such as quartz, kaolinite, and clay, which are easy to obtain and have a low environmental impact. The modern production processes implemented by European producers of ceramic food packaging are extremely safe in terms of food safety and health protection. The demand for ceramic packaging has recently increased by the growth of the global sales of specialty and gourmet food, where packaging differentiation is a key element of their competitive strategies. Thus, a growing number of manufacturers of yogurt, curd, desserts, cheese, olive oil, beers, or spirits have decided to use ceramic packaging to market their products in premium segments. The evolution of the sector now requires a review of the waste management rules to allow ceramic packaging to unleash its full potential as a solution in the transition to a circular economy. Finally, it is worth noting that the packagers who have opted for ceramic packaging have, since 1997, been contributing to the financing of the collective EPR systems in different Member states, and thus, have been contributing long-term to the general management of waste. Sadly, in the case of ceramic packaging they have not received any management of their waste in exchange and a solution must now be found.
